First-Time Homebuyer Programs in North Carolina
North Carolina offers meaningful down payment help for first-time buyers, and much of it goes unused simply because buyers never hear about it. Here is a plain-English overview of the main programs available to Triangle buyers, part of my buyer roadmap. One encouraging note before we start: for these programs, “first-time buyer” generally means you have not owned your principal residence in the past three years, so buyers returning to homeownership often qualify too.
NC Home Advantage Mortgage
The flagship program from the North Carolina Housing Finance Agency (NCHFA) pairs a 30-year fixed-rate mortgage with down payment assistance of up to 3% of the loan amount. It is open to first-time and move-up buyers who meet income and credit requirements, and it can be structured as a conventional, FHA, VA, or USDA loan. The assistance is a deferred, zero-interest second mortgage that is forgiven if you stay in the home long enough, fully forgiven after year 15.
NC 1st Home Advantage Down Payment
Qualifying first-time buyers and eligible military veterans can receive $15,000 in down payment assistance, structured as a zero-interest deferred second mortgage forgiven after 15 years in the home. As of mid-2026, general guidelines include a minimum credit score of 640, a purchase price cap of roughly $495,000, and income limits that vary by county and household size; in Wake County the limit is around $152,000 for many household sizes. These figures change periodically, so we confirm current limits with NCHFA before you count on them.
Community Partners Loan Pool
Buyers with household income at or below 80% of their area’s median may qualify for up to 25% of the sales price, capped at $50,000, through NCHFA’s Community Partners Loan Pool. This program requires working with an NCHFA community partner lender and completing homebuyer education and counseling, and it pairs with an NC Home Advantage Mortgage.
City of Raleigh Homebuyer Assistance
The City of Raleigh offers zero-interest, deferred loans toward down payment, closing costs, or financing gaps for income-qualified buyers purchasing within Raleigh city limits. The city requires a homeownership class and works through a network of approved lenders. Sale price caps apply, so this program fits some Triangle purchases better than others; part of my job is telling you honestly which bucket yours falls into.
NC Home Advantage Tax Credit
Some eligible first-time buyers, veterans, and buyers in targeted areas can claim a federal tax credit on a portion of their annual mortgage interest through NCHFA’s Mortgage Credit Certificate program. Availability has changed over the years, so confirm with your lender whether the credit is currently accepting new reservations before factoring it into your plans.
Three things every program has in common
- You need a participating lender. Not every lender offers these programs. Getting pre-approved with the right one is step one, and connecting you with participating lenders is something my clients lean on me for.
- Homebuyer education is usually required. Most programs ask for a HUD-approved course, often available online.
- Limits change. Income caps, price caps, and assistance amounts are updated regularly. Everything above is current as of mid-2026 and verified before you rely on it.
FAQS
Do I count as a first-time buyer if I owned a home years ago?
Often, yes. NCHFA generally defines a first-time buyer as someone who has not owned their principal residence in the past three years. Eligible military veterans may be exempt from the requirement entirely.
Do I have to repay the down payment assistance?
For the main NCHFA programs, the assistance is a zero-interest deferred second mortgage that is forgiven if you remain in the home, fully forgiven after 15 years. Selling, refinancing, or transferring the home earlier may require repaying a portion.
Can these programs be combined?
Some can. The NC 1st Home Advantage Down Payment pairs with an NC Home Advantage Mortgage, and income-qualified buyers can sometimes layer local assistance on top. Your participating lender maps out which combination fits your situation.
What if the home I want costs more than the program cap?
Purchases above the price cap fall outside NCHFA programs, but low-down-payment conventional, FHA, and VA options may still keep your upfront costs manageable. This is a strategy conversation we have early, before you fall in love with a house.
